APPALACHIAN POWER APPLIES REFUNDS TO VIRGINIA CUSTOMER ACCOUNTS

ROANOKE, Va.Jan. 27, 2009 – Refunds resulting from resolution of the company’s recent general rate increase have been credited to Virginia customer accounts by Appalachian Power. Customers will see the credits applied to their current-month charges on bills that begin mailing today.
 
On Nov. 17, 2008, the Virginia State Corporation Commission (SCC) authorized a base rate increase generating $168 million in new revenue for Appalachian. The company had sought an increase of approximately $208 million in its application filed in May 2008.
 
Appalachian estimates that individual residential customer refunds will average about $4.00.
 
Checks will be mailed by the company Jan. 30 to eligible former customers if their refund amounts are at least $1.00. Checks will be mailed to last-known addresses.
 
The credits are shown as two separate line items on customer bills: service-related charges and interest.  The service-related charge reflects the difference between interim rates customers paid beginning Oct. 28, 2008, and the final rate structure approved by the SCC in case PUE-2008-00046 on Nov. 17 and implemented Dec. 10, 2008
 
The interest component was determined by the SCC and applied to the refund amount calculated between Oct. 28, 2008, and Jan. 26, 2009, the date the refund was applied to customer accounts.
 
Customer accounts reflecting outstanding or deferred balances will have credits applied to those balances before being applied to current charges.
 
Customers may view the refund amount effect on their account by going to www.AppalachianPower.com. The site also provides information on payment options available to customers.
 
Appalachian Power customers are urged to manage energy use wisely and go to the www.WattWhyAndHow.comWeb site for energy-saving tips and a free home energy calculator that provides a better understanding of how to use power efficiently.

Customers without on-line access may call the Appalachian Power refund hotline at 866-276-5831 with questions.
